Which i've had to reload 3 times now, due to it. The only issue I'm having with the game, is my own muscle memory trying to move around the map by holding right click, during a mission. The saves get a different RNG, and it seems it's a fail so far for me at least, on all successes that did happen. I would prefer it keep the same RNG in every save of the mission, however as shown it doesn't. My only point of the post was to figure out why there is a punishment system in place like that. Neither this nor the first XCOM are difficult. Its nice mod and I've run into no issues in game and it does makes sense in that a hacker will increase their level the more they hack. On a tier 3 hack you gain a +5 to you skill. Each time you are successful on a tier 2 hack your hack skill increases by +3. If you want to try a mod that makes things a bit easier for you, look for "hack plus". I have found that doing things in a different order each time does change the chance roll on hacks. With 1400 hours on Xcom2 I have to say that this explanation is correct. So for instance I could take a shot at an enemy and then try the hack. The only way to try to bypass that would be to do something different that requires a result and hope the "next card in the deck" will be correct to let you succeed. So for instance if the order of the deck was 78, 12, 90 and I was trying to hack something that I had a 75% chance (75 or under) to succed then it wouldn't matter how many times I reload and retry the hack as I would keep "drawing the first card off the deck" which in the example would be a 78.

Instead the game pre-rolls a ton of rolls and stores them like a deck of cards. When you do something in this game it doesn't digitally roll dice everytime and see what the result is.
